    題名: 台灣護理人員遷徙國外之推拉因素、需求及因應策略之初探

    摘要: 本研究以推拉理論為基礎,針對台灣護理人員遷徙國外之推拉因素、在推拉之間護理人員的需求、及在此過程中,國家與民間、護理界、及護理人員個人的因應策略做初淺探討。研究目的為:1.瞭解台灣護理人員對「全球化」的看法;2.瞭解影響台灣護理人員遷徙國外之推拉因素;3.瞭解台灣護理人員遷徙國外過程中之需求;4.分析台灣護理人員遷徙國外的因應策略;5.粗估一年護理人員遷徙國外的數量、原因及執業狀況。研究採焦點團體(focus group)、訪談、文獻回顧、及問卷調查法進行。焦點團體及問卷調查以方便取樣,以台灣北、中、南、東8家醫院之護理人員為標的群體。焦點團體由8家醫院護理主任邀請或指派護理單位負責護理人力晉用管理的主管或人員為參與者。每個焦點團體約6-10人,總人數約25-40人左右。訪談指引依據推-拉理論研擬。以內容分析進行資料解析。問卷調查採集束取樣,每家醫院隨機抽取2-3個護理單位,以抽取單位之所有護理人員為對象,以自擬之結構性問卷收集資料。預計約200-300人。以描述統計、相關係數、變異數分析進行資料解析。訪談,針對辦理國外註冊護理人員考試、訓練、代辦出國等機構之負責人或承辦人進行3-5個訪談,瞭解過程中需求、問題及建議等。文獻回顧,將透過網路、信函、雜誌、書籍等,蒐尋及翻譯已開發國及亞洲國家引進外籍護理人員相關規定、福利措施及對護理人員在國外工作的照顧策略。透過此研究,期望對我國護理人員遷徙國外的議題提供護理界、民間、護理專業人員、國家衛生及相關單位相關資料及因應策略之參考。

    This study is to explore the push-pull forces, needs, coping strategies for nurse migration in Taiwan. The purposes of this study are: 1. To describe the meaning of globalization for nurses in Taiwan; 2. To understand the push-pull forces for nurse migration in Taiwan; 3. To understand the needs for nurse migration in Taiwan; 4. To examine the coping strategies for nurse migration in Taiwan; 5.To estimate the number, reason, and working status of immigrated nurse in Taiwan within recent 1year. Focus group, interview, literature review, and questionnaire survey are designed to attain the research purposes. The target population of focus group and survey come from nurses of 8 hospitals by convenient sampling. For focus group, nursing leaders who are the key persons in charge of personnel for Department of Nursing are recruited to be the participants. Each focus group includes 6-10 people. Total samples for focus group are 25-40. According to the push-pull theory, interview guide is developed. Content analysis will be applied to interpret the data. For survey, nurses from the nursing units of 8 hospitals are the research samples. Total samples are 200-400. Structured questionnaires are developed by researchers are applied to collect data. Descriptive statistics, correlation co efficiency and variance analysis will be data analysis. For interview, the agencies who help nurses to take RN examination, to get RN training, or to apply immigration will be the research participants. Total is 3-5. In the meantime, the regulations and welfares for migration nurse in the developed countries and Asia countries are translated to Chinese. The outcomes of this study will be imperative to help the Government, publics and nursing professionals to make policy or strategy for migration nurse in Taiwan.
