| 摘要: | 針對我國中藥科技的專業人員（含藥師、醫護人員、中藥從業人員、中藥檢驗員、產業發展研究員等）對台灣中藥產業的專業知識與技能的提昇。讓中藥相關從事人員建構具有完善的國內外中藥產業發展與現況的知識教育外，並強化對中藥發展之政策、中藥實務的檢驗方式和中藥研究發展之應用情形的了解為目標。本計畫擬聯合國內相關學術團體、中央暨地方之教育及衛生單位，藉由學校教育相關宣導活動，配合藥師種子教師培訓計畫，進行中藥科技人才培訓，舉辦中藥專業人才教育課程研習，提昇中藥形象與商譽，提高民眾信任度。培育對中藥產業發展的認識外，並加強對我國中藥產業現況的應用與實際檢驗概況的知識。計畫實施方式擬透過與學校或中醫藥相關單位合作的方式，舉辦研討會、特別講座、創意設計比賽及有獎徵答…等活動，達成讓中藥科技相關的專業人員對中藥產業發展的認知與實務檢驗的知識更為結實紮根，進而達成對中藥產業的實際應用與推廣宣傳，並強化之中藥發展政策的目標。本計畫將編纂中藥產業發展與實務之專業課程教材與教案（內容將涵蓋(1)中藥產業發展與現況探討；(2)培訓從事中藥研發科技的專業人員；(3)培訓中藥從業人員之現代化的中草藥知識及研發技術；(4)培育中藥品質管制人才（含基原鑑定、中藥指標成分之檢測、農藥及重金屬與污染物之檢驗）等之宣導品或手冊等，並分送全國各大專院校或中藥科技相關單位張貼廣宣傳，提昇中藥從業相關人員對中藥產業與實務之認知。另增加各類中草藥檢驗方法及技術的實務展覽，讓參加研習人員提高其學習興趣或共同分享經驗與討論。近年來國內中草藥生物科技的產業蓬勃發展，由中草藥產業發展的環境和應用現代化的技術來檢驗實務，以建立中藥品質專業化的任務，讓中藥管制更科學化，這將是中草藥發展的新契機。藉由本計畫教育民眾對中藥實務檢驗的認知，及同時增進國內藥事人員或中藥從業相關人員對現代中藥政策與產業現況之了解。
To upgrade the professional Chinese medicine technological staff in our country, including pharmacist, medical staff, Chinese medicine industry staff, Chinese medicine inspector, and industry development researchers, about the professional knowledge and skills of Chinese medicine industry in Taiwan. The specific aims of this plan are let the Chinese medicine industry staff understand the developments and present situation in internal and international Chinese medicine industry, the police of develop Chinese medicine, the pragmatic way of Chinese medicine examination, and the application of Chinese medicine research. In this plan, we will coordinate the internal relative academic institutes, the central and local educations, and the public health units. To promote the guidance programs by school education, to cooperate the training plans of pharmacists and seed-teachers, to proceed to training for Chinese medicine scientists and technicians. By initiating the education course for Chinese medicine experts, shows the influence and encourages the appearance and reputation of Chinese medicine, and promotes the public confidence. Cultivating the professional scientists know the pragmatic way of Chinese medicine examination and understand the present situation in Chinese medicine industry as well as the application of Chinese medicine research. The way to carry out this plan will be hold symposiums, special speech, creative design competition and Trivia game etc. by passed through the cooperation with school or relative Chinese medicine institutes. By those activities, we expect to reach the purposes of let Chinese medicine scientist to know the development of Chinese medicine industry and the knowledge of the pragmatic way of Chinese medicine examination. And really to reach the purpose of apply the Chinese medicine industry, to promote the guidance programs, and strength the police of develop Chinese medicine. In this plan, we attend to edit the specialized textbook, courses, posters, and texts. The content will include the study of the present situation and progress in Chinese medicine industry, training for the Chinese medicine R&D scientists, incubate the relative Chinese medicine staff about the modern knowledge of Chinese/herbal medicine and skills to R&D, incubate the Chinese medicine staff about the quality control of gene and source identify, the examination of index compounds in Chinese medicine, the examination of pesticides, heavy metal, and contaminants. By posting the poster in school or relative institutes of Chinese medicine, it is to upgrade the Chinese medicine technological professional staff about the knowledge of application and industry of Chinese medicine. Increasing the exhibition about the pragmatic way of examination methods and technology of Chinese medicine, to attract the participator to be interesting in learning or to share the experience and discuss with each other. In these few years, there is explosive progress of biotechnology in Chinese/herbal medicine industry. In the environment of Chinese/herbal medicine industry development and application of modern technology to do Chinese medicine examination, we should set the task of professional quality control in Chinese medicine. It is an opportunity to develop Chinese/herbal medicine by quality control in the scientific methods. By executing this plan, we can educate the citizen to know the pragmatic way of Chinese medicine examination, as well as improving the cognition of medical staff or relative Chinese medicine staff about the police of Chinese medicine and the present situation in industry. |
