    摘要: 全氟辛酸 (Perfluorooctanoic acid, PFOA)為不沾鍋和防水防油袋塗層(Coating)的關鍵化工原料。美國環保署(USEPA)諮詢委員會於2006年2月提出「全氟辛酸安全評估報告」,將其列為「可能致癌物」,復於2009年3月已訂定飲用水之暫行管制限值為0.4 ppb。2009年5月斯德哥爾摩公約(Stockholm Convention)會議,將全氟辛烷磺酸及其鹽類和全氟辛基磺醯氟(Perfluorooctane sulfonic acid, its salts and perfluorooctane sulfonyl fluoride, PFOS)增列為「持久性有機污染物(Persistant organic pollutants, POP)」,歸類於Annex B (Restriction)-限制其製造與使用。許多研究亦顯示PFOA已普遍存在於各種環境介質、日用品與食品,亦有研究發現人類血液中濃度為 10-300 ppb。本研究目的為針對不沾鍋及防油紙袋塗層之PFOA,抽驗市售產品,評估其健康風險,研擬PFOA比遷移限值(Specific migration limit, SML)。工作項目包括:(1)蒐集國際間管理規範、遷移試驗及檢測方法、風險評估資料,(2) 執行該兩種市售產品每種各15件之遷移試驗與定量檢測,(3)設定風險情境 (Risk senarios),進行健康風險評估,(4)召開學者專家會議與業者溝通會議各1場。本研究預期成果:獲得Endnote文獻資料庫、了解市售產品是否加工不良、建立遷移試驗及定量檢測方法、建議比遷移限值。

    Perfluorooctanoic acid (PFOA) is a key chemical in the coating of non-stick cookware and water oil-resistant food bags. In 2006, A United State Environmental Protection Agency (USEPA) Advisory Committee proposed to classify PFOA as a “probable carcinogen” in a PFOA safety assessment report. In 2009, USEPA promulgated a provisional limit of 0.4 ppb for drinking water. In 2009, the Stockholm Convention Ad Hoc Committee decided to list perfluorooctane sulfonic acid, its salts and perfluorooctane sulfonyl fluoride (PFOS) under Annex B, i.e., restricting its production and use. Many studies also reported that PFOA has widely occurred in various environmental media, commercial articles and foods. Human bood was reported to have a PFOA concentration of 10-300 ppb. The objective of the study is to perform a surveillance program for the non-stick cookware and water oil-resistant food bags and to determine a specific migration limit (SML) for PFOA based on health risk assessment. The specific tasks of this study include: (1) searching for information relavent to international management guidelines, migration test and analytical methods, and health risk assessment, (2) performing migration test and analytical quantification for the two types of food contact articles, each 15 picies, (3) performing health risk assessment with defined risk senarios, (4) calling for 1 expert meeting and 1 manufactures and sellers commnunication meeting. The outcomes of this study will include: obtaining an Endnote literature database, understanding whether the food articles of this study are poorly manufactured, establishing testing protocol for the migration test and instrumental analysis, and suggesting an SML for PFOA in food contact articles.
