目的 旨在探討總額支付制度下醫院推行品質報告卡的意願、能力與可行方案。方法 以台灣地區453家地區級(含)以上醫院為研究對象,以結構式問卷收集研究所需的資料,回收有效問卷為151份,回收率為33.3%。結果 現階段只有31.8%的醫院有意願推行品質報告卡,最主要的影響因素為他院非確實陳報資料可能造成比較上的不公平;多數的醫院有能力公佈品質指標,但只願意公佈正面的品質指標,而較不願意公佈負面的品質指標;推行意願與醫院評鑑等級,在統計上呈顯著正相關。結論 總額支付制度下推行醫院品質報告卡的可行方案為由衛生署主導,依醫院評鑑等級為分類基準,每年以網際網路方式發行。
Purpose. This study aims to explore the willingness, capability, and feasibility of hospitals to implement report cards under the global budget system. Methods. The study subjects comprised the superintendents of 453 acute hospitals in Taiwan. A structured questionnaire was used to collect data. A total of 151 questionnaires were returned, yielding a 33.3% response rate. Results. Only 31.8% of the 151 hospitals sampled were willing to implement hospital report cards. Hospitals were only willing to publish data on positive indicators of the report card. Hospitals' willingness to use hospital report cards was significantly related to their accreditation level. Conclusions. Hospital report cards are feasible. The Department of Health could use them to rank hospitals according to accreditation level, and disseminate the data through the Internet.
