| 摘要: | 我國已於90年11月獲得加入世界貿易組織（WTO）採認，並於91年1月1日成為WTO第144個會員，所以貿易自由化及電子化是必然之趨勢。如何強化數位化的貿易環境，建構與全球相互通聯之線上貿易環境，應為當前我國面臨國際經貿新局之優先施政目標。此外，亞太經濟合作會議（APEC）於1998年發表之「電子商務行動藍圖」中，曾宣示推動貿易無紙化工作，訂定已開發會員於2005年，開發中會員於2010年，達成貿易管理、貨物通關、國際運輸等環節無紙化（paperless）之目標。藉此89年行政院第二七○一次行政院會通過「全球運籌發展計畫」，發展全球運籌中心，以推動相關基礎建設降低企業生產運銷成本，支援企業在全球激烈競爭下的健全發展。行政院經建會擬定「全球運籌發展計畫」的推動目標與策略：排除企業發展全球運籌管理過程所遭遇之相關問題，使台灣成為國際供應鏈之重要環結；運用台灣製造優勢，發展高附加價值轉運服務。健全全球運籌管理相關之電子商務、實體物流及基礎建設環境。「全球運籌發展計畫」的基本精神，就結合過去推動「亞太營運中心」計畫的成就中尋求突破。使企業產品的下單、供應、運輸、銷售及收付款等跨國經貿活動，都能快速便捷地在台灣完成。為達成我國貿易便捷化整體規劃願景，行政院衛生署配合行政院國際貿易局建置「便捷貿e網」，處理貨物通關訊息之簽審作業，中醫藥委員會負責中藥類案件之通關審查。該系統已從97年3月18日正式上線，為規劃系統之自動審查功能，須就平日進出口之中藥材相關貨品，提供下列資料參考：(一)以輸入規定為「502」，列屬「0510.00.29.00-0(其他節肢動物類藥材)」、「0510.00.39.00-8(其他無脊椎動物類藥材)」、「0510.00.49.00-6(其他脊椎動物類藥材)」、「1211.90.91.90-5(其他藥用植物及植物之一部分)」及「2530.90.91.00-6(未列名粗製礦物質藥材)」等五項CCC號列之中藥材品項。(二)以輸入規定為「513」，列屬「0507.90.91.00-9(其他動物角、蹄、甲、爪喙)」、「0507.90.92.00-8(其他動物角、蹄、甲、爪、喙之粉)」及「0507.90.93.00-7(其中動物角、蹄、甲、爪、喙之廢料)」等三項CCC號列中藥用之中藥材品項，第一階段計畫已完成丁香等200種中藥材品項整理，並已供為便捷貿e網上線參考比對的依據。但從正式上線半年來，進出口的品項有近800中藥材品項尚未建立，應極積建構。為使中藥材進出口藥材能有更多更完整的品項供參考，本計畫將進行第二階段中藥材進出口品項進行蒐集、確認、鑑定及整理之研究，建構完備的中藥材品項的資料庫供為鑑別的參考依據。中藥材進出口品項範圍參考的典籍依據，除以中醫藥委員會原本參考之八本典籍（本草綱目、本草綱目拾遺、本草備要、本草重新、醫方集解、醫宗今鑑、中國醫學大辭典、中國藥學大辭典）為基礎外，並針對「便捷貿e網」系統從97年3月18日正式上線來尚未建立的藥材為主要蒐集品項，必要時邀集產官學研界的專家學者，進行諮詢與討論，以建構完備的品項為目標。中藥材品項建立的資訊，包含中文名、英文名、生藥名、俗名、基原（拉丁學名）、藥用部位及其典籍出處，作為關稅總局之「便捷貿e網」系統審查中藥材進出口品項之參考依據。落實審查制度，避免不肖藥商假借進口其他非中藥材之貨品或偽、禁藥品。
For achieving our nation trade-simplifying whole scheduling wish, the Pharmacy Department of Health, Executive Yuan to accompany with the Bureau of National Trade, Executive Yuan establishes the “simplifying trade e-net” to treat the approvement work of goods transit information and your department responses the part of transit examination of the Chinese medicine. The system is going to test on line (tentatively set on the last half year of 2008), to schedule the auto-function of approvement system that needs providing the following information about the daily import and export Chinese medicines: (1) To import the 5 No.CCC Chinese medicine items ruled as “502” belonging to [0510.00.29.00-0 (other arthropod medicine) ], [0510.00.39.00-8 (other invertebrate medicine) ], [0510.00.49.00-6 (other vertebrate medicine) ] and [2530.90.91.00-6 (never named raw mineral) ]. (2) To import the 3 No.CCC Chinese medicine items ruled as “513” belonging to [0507.90.91.00-9 (other animal’s horn, hoof, claw and beak) ], [0507.90.92.00-8 (powder of the other animal’s horn, hoof, claw and beak) ] and [0507.90.92.00-7 (remnants of the other animal’s horn, hoof, claw and beak) ]. Chinese medicine belongs to raw materials according to the 6th article in Medicinal Law, in medicinal management, according to the 39th article in the same Laws, that should pass the examination and registration, then give the permission for medicine importation. However, the recent management has not worked on giving permission, so the import and the export of Chinese medicine are still not according to the permission. Nowadays, the importation of Chinese medicine is by examining the licence of the Chinese medicinal merchant, according to the imported items to write the report form, and by paper approvement according to the items and merchant’s qualification. After the performance of simplifying trade in the future, the customs won’t proceed the paper apporvement any more and will transmit information directly to the charging office by the simplifying trade e-net and proceeds a single-approvement check. However there isn’t a permission to check about the Chinese medicine, so there is only for the appovement of qualification of Chinese medicinal merchant (all the import and export merchants need getting the corporation united No. for reporting), while the scopes of Chinese medicine are out of control. In order to make an accordance for the import and export Chinese medicine items, the project will proceed the research of import and export scope collection, confirmation and reorganization of Chinese medicine. The reference books of Chinese medicine import and export scope are based on the 8 originals (Ben-Cao-Gang-Mu, Ben-Cao-Gang-Mu-Shi-Yi, Ben-Cao-Bei-Yao, Ben-Cao-Chong-Sien, Yi-Fang-Ji-Jie, Yi-Jhong-Jien-Jian, Jhong-Guo-Yi-Siyue-Da-Ca-Dian and Jhong-Guo-Yao-Siyue-Da-Ca-Dian) for your department. The expert and scholar in yield, office and school are invited to attend the negotiation and discussion th decide whether the Chinese medicine import and export scope of other classical, Chinese, Japanese and Korean books are increased or not. In addition, we proceed the Chinese medicine import and export scope collection, confirmation and reorganization which including the Chinese name, English name, raw medicine name, common name, basic original name (species name), part of medicine and referring book as a reference for the customs Duty Head Office doing the simplifying trade e-net system to examine the Chinese medicine import and export scope. And that can ensure the examine system avoid the bad medicine merchant to counterfeit to import other non-Chinese medical or false, prohibited drugs. |
