| 摘要: | 行政院衛生署中醫藥委員會為確保國民中藥用藥安全，特提出中藥用藥安全環境計畫，以建構中醫藥健康安全防護網為任務導向，執行以來成效顯著。本計畫將進行中藥用藥安全成果推廣至藥師與普及社區民眾，擬編輯適合藥師種子教師及一般社區民眾使用之中藥知識的教材，協助推動藥師種子教師培訓及社區民眾教育，以提升中藥用藥安全為目標。本計畫擬聯合國內相關學術團體、中央暨地方之教育及衛生單位，藉由學校教育相關宣導活動，配合藥師種子教師培訓計畫，進行中藥科技人才培訓（含藥師、醫護人員、中藥從業人員、文化資產保護員、法務部稽查員、國家公園解說員及社區相關中草藥講員等），舉辦中藥專業人才教育課程研習，發揮影響力量，提昇中藥形象與商譽，提高民眾信任度。培育對中藥文化的認識，並增加其用藥安全之辨識與法規知識。計畫實施方式擬透過與學校或中醫藥相關單位合作的方式，舉辦研討會、研習營隊、校園特別講座、創意設計比賽及有獎徵答…等活動，達成中草藥知識向下紮根，進而達成普及中草藥辨識、藥膳應用及用藥安全的目標。本計畫將編纂中藥科技人才之專業課程教材與教案（內容將涵蓋中藥養生、保健產品及應用，同時融入藥膳藥理之專業知識）、手冊、宣傳海報及卡片等，並分送全國各大專院校或中藥科技相關單位張貼廣宣傳，提升中藥科技人才及相關人員對中藥之辨識與認知，提高其學習興趣，增加用藥安全的知識，並培訓具有中西藥知識之中藥科技人才為種子教師及解說員，以協助本計畫之實施與前二年種子教師紮根教育成果推廣，落實中草藥用藥安全並促進人類健康為目的。舉辦之活動及研討會，將深入社區，同時與當地衛生單位聯合舉辦用藥安全宣導計畫及政令政策之講習與宣導，提高全民對中藥之認識。
For ensuring civil Chinese medicine apply-drug-safety, the Committee on Chinese Medicine and Pharmacy of Health, Executive Yuan provided the Chinese medicine apply-drug-safety environmental plan as the purpose to establish a Chinese medicine health-safety web, and has got a significant effectiveness. This plan will proceed to promote the achievement of Chinese medicine apply-drug-safety to medicians and common civilians, to edit a suitable textbook of Chinese medicine knowledge for utilizing by the medician, seed-teacher and common civilian, to help promoting the training of medicians and seed-teachers, and the education of civilians, and to promote the Chinese medicine apply-drug-safety purpose. This plan will combine the national relative scholastic groups with the central and local educations and the public health units to promote the relative activities by school education, to coordinate with the training plans of medicians and seed-teachers, to proceed the talent training for Chinese medicine scientists and technicians (including medician, nurse staff, Chinese medicine relative staff, cultural resource protector, Justice inspector, national park explainer and social relative Chinese medicine explainer). By initiating the education course study if Chinese medicine experts, shows the influence and promotes the appearance and reputation of Chinese medicine, and promotes the public confidence. By training the knowledge of Chinese medicine culture, increases the distinguish knowing and lawful knowledge of the apply-drug-safety. The performance of this plan will pass through the cooperation of school or Chinese medicine relative units, and initiate the activities of symposiums, studying teams, campus special speech, creative design and prized answering …, etc., to reach the purposes of low rooted Chinese medicine knowledge, distinguish knowing of Chinese medicine, application of medicine food, and apply-drug-safety. This plan will edit the specialized textbook and project for the Chinese medicine scientists and technicians (content including Chinese medicine for living, healthy product and application, and melting the know-how of medicine food and medicine theory), the brochure, promotion poster and card, and distribute to the colleges and universities or the relative Chinese medicine scientific and technical units in whole country for posting and extensive promotion. For promoting the distinguish knowing of the Chinese medicine scientists and technicians and relative staffs, promotes the interesting of learning, and increases the knowledge of apply-drug-safety. To training the know-how of Chinese and Western medicians for the Chinese medicine scientists and technicians as a seed-teacher and explainer, helps the performance of this plan and the achievement promotion of rooting education for seed-teacher during the last two years, and stays firmly the apply-drug-safety of Chinese medicine and the purpose of promoting human health. The initiating activities and symposiums will deeply come to the commuties, cooperat with the local public health units to promote the plan of apply-drug-safety, and discuss and guide by the government order and policy to promote the knowledge of Chinese medicine for whole citizens. |
