    題名: 推動中草藥辨識、用藥安全及紮根教育計畫

    摘要: 行政院衛生署中醫藥委員會為確保國民中藥用藥安全,特提出中藥用藥安全五年計畫(2004-2008),以建構中醫藥健康安全防護網,執行以來已獲致初步成效。行政院為推擴其效益於95年5月 26日院台衛字第0950022766號函,核定執行「建構中藥用藥安全環境計畫」,指示以計畫引導業務執行與推展政策為主要目標,進而建構安全用藥環境。本計畫本著此計畫的精神,以培訓中草藥種子教師及向下紮根的政策,擬接續承辦以中小學教師為主的種子教師之培訓研習會,研習內容將以:(1)宣導中草藥用藥安全及法規知識教育;(2)培訓種子教師,普及中草藥辨識;(3)教育學生中草藥知識,為規劃重點。藉由研習會,教導中小學教師學習中草藥相關之常識及辨識技術(如中草藥原植物、藥材鑑定及有毒無毒的辨識等),由中草藥實作等課程,使其具有初步辨識中草藥原植物及藥材鑑定之能力,在課程結束經測試後發給學分或研習證明,參加研討會者並給予出席證書。本計畫將以95年度承辦之『推動中草藥辨識及紮根教育研習活動計畫』完成的『常見藥用植物圖鑑』及『常用中藥材圖鑑』的教材為基礎,也擬編寫「常見有毒植物之彩色鑑別手冊」,及「市售有毒之慎用藥材之彩色鑑別手冊」為內容,蒐集原植物或藥材並照相,圖下方並簡述其外觀特徵之鑑別圖鑑教材及『中藥用藥安全資訊網站導覽』暨相關的宣傳海報,提供中小學教師及學生參考。本計畫也擬聯合國內相關學術團體、中央暨地方之教育及衛生單位,假台中市中國醫藥大學或其他適當地點,舉辦「中草藥辨識研習活動及中草藥用藥安全暨實務研討會」,分別於臺北、臺中、高雄舉辦三場『種子教師培訓及紮根教育之研討會藉由本計畫之推動,提昇中小教師對中草藥辨識及中草藥用藥安全資訊之應用,經由培訓的種子教師的協助,進行學校的宣導教育活動,將中草藥用藥安全的正確知識往下紮根,以提昇學生對中草藥辨識與普及用藥安全的資訊,進而推廣至一般民眾,以協助政府推動中藥用藥安全。希望藉由本計畫之推動,提昇中小教師對中草藥辨識及中草藥用藥安全資訊之應用,經由培訓的種子教師,進行學校的教育宣導活動,將中草藥用藥安全的正確知識往下紮根,以提昇學生對中草藥辨識與普及用藥安全的資訊,培育中小學學生對中藥文化的認識,並增加其用藥安全之辨識及法規知識。進而推廣至一般民眾,以協助政府推動中藥用藥安全。

    The Chinese Herb Medicine Council, Bureau of Sanitation, Executive Yuan, for the citizen’s sake of Chinese medicine application safety, has specially raised the five-year project (2004-2008) for the Chinese medicine application safety web and gotten the primary results. The purpose in this plan is training the seed teacher of Chinese herb medicine and making it rooted, Symposiums for the elementary school seed-teacher to learn the relative information of the Chinese herb medicine. The major objectives include: 1) to promote the safety application and the knowledge of rules of Chinese medicine, 2) to train the seed-teacher to popularize the knowing of Chinese medicine, 3) to educate the student to the knowing of Chinese medicine. By the courses of practicing the Chineses herb medicine manipulation, the seed-teachers can get the abilities of identification the original plants and materials of the Chinese herb medicine. They can also get credits or study attendant diploma after ending the courses and passing the testes. According to the diagrams of “Common used medicine plant” and “Common used Chinese medicine” we will collect the original plants or medicine materials for taking pictures and briefly describe the appearance character under the figures, edit a color diagrams of “Common poisonous plant” and “ Careful used poisonous medicine in market” , and a “Chinese medicine application safety web”providing as references to the teachers and students of junior and elementary schools. The relative academic , education and sanitation units in this nation will be combined in the plan and will hold a symposium of at “Chinese medicine knowing and application safety” Chinese Medicine Drug University in Taichung or other suitable place. There are three symposium of “Chinese herb medicine identification-tech-expert, i.e. seed-teacher training and rooted education” that will hold in Taipei, Taichung, and Kaohsiung. By pushing this plan can promote the teachers, knowing and applying of safety information of the Chinese herb medicine. Due to the training seed-teacher as a promotion education activity, we can make the correct knowledge of the safety application rooted and promote the students’ information of knowing and safety applying the medicine, furthermore to extend to the public and to help the government pushing a safely applying of the Chinese medicine.
