Abstract:	本計畫以行政院衛生署中醫藥委員會96 年度中醫藥產業科技人才培訓委託研究計畫徵求研究重點項目，分兩年進行，第一年擬舉辦「台灣中藥產業一甲子座談會」，就國內中藥廠、傳統藥廠及中藥店之歷史演革等議題進行討論，分享台灣中藥界六十年來之變遷，並討論未來舉辦「台灣中藥產業一甲子」研討會之內容。在產官學界大力推動中草藥科技產業發展下，不僅可以提升國內生物技術、原料藥及相關醫藥品之研發和生產水準，建立中醫藥研究人才及分工體系，並強化中醫藥基礎研究能力，更可以提供國內就業市場之需求。第二年將以APEC會員國為主要對象，舉辦為期一週之「傳統醫藥（CAM/TM）人才培訓研習營」，邀請亞太地區國家傳統醫藥相關主管官員及專家學者代表前來參加，本活動也開放20~30位國內中醫藥界人士參加，本活動也開放20~30位國內中醫藥界人士參加，培訓課程除將安排國內目前中醫藥教育及醫藥管理體制之課程外，並安排傳統中醫藥相關應用、政策、研發與法規等主題，另為配合課程之實務應用現況並安排傳統醫藥管理行政相關單位、中醫藥學術單位、中醫醫療機構、中醫藥相關機關及產業等參訪活動，課程最後並辦理中醫藥國際化研討會，邀請與會國家學員報告該國之傳統醫藥管理現況，也邀請國內學者專家就傳統醫藥相關主題進行報告。藉由本次中醫藥課程，推廣國際傳統醫藥事務，將我國發展中醫藥之成功模式及經驗與APEC等友邦國家交流，並加強與該地區中醫藥及傳統醫藥之交流活動，強化醫療援助成果，並配合推動我國參與國際衛生組織之目標，冀提昇我國國際衛生形象。 This two year proposal aims at the solicited key project on personnel training on modern technology in Chinese herbal industry. In the first year, we will hold a “Panel Discussion on the Sixty Year Development of Taiwanese Herbal Industry”. The issues discussed will include herbal stores and herbal pharmaceutical companies. The content of the Symposium on the Sixty Year Development of Taiwanese Herbal Industry that is under preparation will also be discussed. In the second year, a week long Workshop on CAM/TM will be held in Taiwan for APEC member countries’ participants. The workshop will also recruit 20 – 30 local participants to attend and get along with the foreign participants. Besides current TCM education and TCM administration, the courses will also cover application, policy, research and development together with regulations. We will also arrange site visit to TCM related facilities such as research institute, hospitals and pharmaceutical factories. A two day symposium will also be held at the end of the workshop. Participants from different countries will have chance to share their CAM/TM experience with others. Through this CAM/TM workshop, we can share our successful experience in the development of TCM in recent years. The workshop also provides a platform for neighboring countries participants to exchange ideas and enhance mutual friendship which will be very helpful for future cooperation.
