In order to make some famous biographies' complete, the Historical Records, the History of the Han Dynasty, and the History of Later Han all have specific chapters to discuss the topics like government officials, astronomy and economy, while the History of the Three Kingdoms doesn't. Mr. Hung Yi-sun of Ching Dynasty wrote the book the Three Kingdoms' Government Officials hoped to make up the insufficiency of the History of the Three Kingdoms and to provide clearer references for the following researchers when they are studying the government officials of the three kingdoms. After the book was completed, it did become the necessary reference of the coming researchers of the three kingdoms' political system. Originally, Hung Yi-sun wanted to use Shu Han's system as the center, but the system of Tsao Wey's government officials was more complete, and Shu Han's was simpler. So, he finally used Tsao Wey as the center. But, at that time, the whole country was divided into three kingdoms and there was inevitably some difference among their official systems. It is inevitably far-fetched to compare the system of Shu Han to the system of Tsao Wey. For example, the names of the officials were the same but their levels, job descriptions or the in-charge departments were different. Besides, the territory of Tsao Wey was bigger and the number of its officials was bigger, but their levels were lower and without clear records. Yet, the territory of Shu Han was smaller and its local officials were more powerful. Although Shu Han's officials were more powful, they were still sometimes neglected because Shu Han was sub-linked to the system of Tsao Wey. Since The Three Kingdoms' Government Officials is the necessary reference to study the political system of the three kingdoms, it is necessary to have it further modified because there were many mistakes in the part of Shu Han. The purpose of this plan is to enlarge the range and depth of the collection of information so as to re-testify the part of Shu Han in the Three Kingdoms' Government Officials so that the mistake if this book can be reduced to the lowest level to help the following studies of the related issues and to be reference of the later researchers' studies and reports.
