| 摘要: | 健康是社會事務，而非只是醫療事務，單憑衛生、醫療單位力量無法達成，本研究在獲得政府之支持後，以WHO（1997）“發展健康城市計劃”之二十個步驟為基礎，並以健康文化、環就與產業發展、社會福利三大面向進行推動。開始期中，成立適切之推動委員會，推動委員會的組成包括政府各部門及非政府組織如專家學者、民間團體、社區組織及媒體公關等。透過推動委員會來凝聚社區居民的共識，整合及運用政府及社區的人力及資源，增進個人及社區改善健康問題的能力。共識建立後，傾聽民眾的聲音，加上專家學者及推動委員會之意見，建立一套指標，依循推動，逐步達成健康城市的目標。
Among the cities of west part of Taiwan, MiaoLi County has the most special landscape and ecology. In order to maintain the original characteristic and continually develop the county, MiaoLi government officials are unanimously constructing the country to be a high quality city which is also the best place for people to live in. Due to a reason that “Health” is not only a business of medical treatment, but also the responsibility of our society, it can’t be fully handled only by few units, such as health bureaus or medical bureaus, but all departments to deal with. As a result of that, a “Healthy City Promotion Committee”, consisting of the core team of country government, has been established. A schedule based on Health Human Culture, Environment and Industry, and Society Welfare will be set by the committee to realize the goal of a healthy city before the end of this year. In order to harmonize all thoughts among units, several Common View Camps are set in different levels of government developments. There are Director Camp for directors, Chief Camp for chiefs and above, staff Camp for all staff and Professor Camp for specialists and professors. In addition to reinforcing the common view of all officials, it is one essential support from basis citizens for the government to promote the Healthy City program. So that, four conferences are held for MiaoLi city, DaHx country, TuengXiao town, and ZuNan town; and citizens’ opinions about the program will be listened by government officials. |
