Abstract:	藥物濫用日益嚴重，醫療人員身為管制藥品之管控申報者，較一般人容易取得管制藥品，加上工作壓力大，因而成為濫用藥物之高危險群。近年來，國內發生多起醫療人員藥物濫用事件及醫療人員藉業務之便非法挪用管制藥品事件時有所聞，實有加強監督控管，以杜絕管制藥品外流死角之必要性。本計畫為一年期研究計畫，研究目的包括 1. 彙整及研析國外醫療人員藥物濫用之流行病學及其相關影響因素之文獻及防制政策； 2. 調查目前台灣執業醫師(含牙醫師)之藥物濫用現況，以及其影響藥物濫用之因素； 3. 針對台灣執業醫師(含牙醫師)藥物濫用現況分析及相關危險因子，進行專家座談，並參考國外防治經驗，提出具體防制策略，以因應及加強因藥物濫用所衍生的問題及提供防制對策。根據上述研究目的，本研究擬進行之實施方法為： 1. 擬針對國內、外有關醫療人員進行其藥物濫用議題之文獻蒐集，包括藥物濫用現況、危險因子，以及防治策略等等，主要搜尋國際文獻引擎為PubMed； 2. 擬以結構式問卷進行台灣現階段執業醫師(含牙醫師)之調查，調查項目包括其藥物濫用率/數量，以及藥物濫用之可能危險因子，包括個人特質、工作特性、組織環境、家庭及朋友社群等等，所蒐集的資料將進行統計分析，建立台灣執業醫師(含牙醫師)之藥物濫用危險因子模式； 3. 根據第二階段之實證研究調查所建立之台灣執業醫師(含牙醫師)之藥物濫用危險因子模式後，將召開兩場專家座談，根據實證藥物濫用危險因子模式提出討論，並從國家政策、組織管理，以及個人管理角度來提出具體防治對策。預期研究成果為： 1. 了解國外醫療人員藥物濫用率與種類，以及其相關危險因子及因應策略； 2. 了解台灣執業醫師(含牙醫師)之藥物濫用率與種類，以及其相關危險因子等等，與國外醫療人員之異同； 3. 建立台灣本土醫師(含牙醫師)專業人力之藥物濫用防治對策。 The issue of substance abuse (use) in medical professionals has been explored for decades, especially in the western countries because its adverse consequences might danger quality of patient cares and health professional health. This study is aimed to explore the prevalence of substance uses of medical professionals in Taiwan. The specific purposes include: 1. Systematically review the international literatures to understand the prevalence of substance abuse (use) for medical professionals and the relevant risk factors; 2. Investigate the substance uses of practicing medical physicians (including dentists) in Taiwan and the related risk factors; and 3. Propose the models and strategies of substance uses of medical professionals for prevention. This is a cross-sectional study with the structured self-report questionnaires as study instruments. Conveniently sampled 2,500 practicing medical physicians (including dentists) will be the targets. Focus groups, surveys and expert panel will be conducted in this study. The findings will be beneficial on the knowledge of substance uses of medical professionals from the academic perspectives, and propose risk models of substance uses and derived prevention strategies from managerial and health policy perspectives.
